Sandy, Thank you for responding so quickly to my post. I thought I
should mention that most of the mass emails are going to be
legitimate.

I would hope you would in good faith vet all of your e-mails as legit
from your side, regardless of the recipient's classification! :)

We administer court cases rulings and sometimes we have to send out
notifications and claims to recipients that may be unaware of the
case and may mark us as spammers. This is why I?m attempting to come
up with a solution to protect our primary domain and save cost.

Due to your insightful input I have created a new game plan. To
protect our primary domain name from RHS and URIBL, I will purchase
a new domain name that is similar and continue to use a separate
ISP. Also I will open up incoming messages and ensure that it passes
the PRT-HELO-A round trip. But, how to I prevent the recipient from
replying?

Why would you want to prevent the recipient from replying? Bottom line
is that you must accept bounces (to your MAIL FROM), and there
shouldn't be any e-mail addresses appearing in the mail header that
don't have real, Net-reachable mailboxes (what you do with the
accepted mail is largely your business).

Wouldn?t forge headers get caught in spam blockers?

I don't understand where any forging comes into your situation. You
are talking (AFAIK) about creating a separate business entity, with a
separate domain and properly-configured mail server. You might call
that impersonation at the business level (esp. if the new domain isn't
a real DBA or corporation), but at the technical level, what occurs to
you as forgery?
