Yes it stays at 100%

The DNS information resolves no problem and I can telnet port 25. In fact it
does receive mail from out ISP but fails to deliver internally.

We will need SMTP logs (you may need to turn on logging). Also, as
with any delivery problems, ensure that DNS resolution works _from the
mailserver_. Verify your public IP address (you can use
whatismyip.com); while you're at it, verify your PTR entry for that
address. Connect to a remote server on port 25 from the mailserver.
Verify that your mail queue directories are physically accessible and
being populated with queued messages. Write back.
