I doubt you will be able to relay unless you look at using a 3rd party service. I'm not aware of any that provide this but search Google, you should be able to find one.

I currently have IIS 6 setup to serve as an SMTP server for my domain,
however since I have a dynamic IP assignment from my ISP my SMTP server
is considered blacklisted by many email hosts. Is there any way I can
setup my SMTP server to relay mail through another SMTP server,
specifically my ISP's, so that mail sent through my server will not be
considered spam?
BTW: I do not spam, only a few of my friends use my server and must
authenticate.
