I've never heard of this, but probably the best way to troubleshoot is look at the email headers. This shows the trail the message took when getting delivered. Work backwards to determine which server is stripping or altering your attachments. From what you are described, it is probably an Anti-virus or spam filtering service checking the attachment.

We have a vendor who is using a Windows server (not exchange) to generate
reports and email them to us using the SMTP service. When we get the email,
the file attachment is missing part of the file name and the extension. We
believe the problem is caused by a "(" in the file name because everything in
the file name past the "(" is cut off. When we request a report named
"test(G).xls" the file is emailed to us with the attachment "test". This does
not happen with all domains they send the email to, only a few. A valid test
is to have them remove the "()" from the file name but they claim it will
take a major program change and can not do it anytime soon. We do not think
it is our problem because we have verified that the email attachment is
already stripped when it hits our network. Has one body ever seen this before?
