Please forgive my ignorance, which IPs do you add?
If my main IP is dynamic, do I enter it's current IP and update it?
Or is it the internal IP of my server?

You need to add the ip's you want to allow in the list under relay, if you
have dynamic ip you will need to add it as a group of computers.

I did call verizon (first level support) and they said no ports are
being
blocked.

I am not all that familiar with how relay works but under SMTP I have
the
Use list option selected and the Allow All checked. There is nothing in
the
list however. But I was under the impression that with Allow All checked
that wouldn't matter.
