Never did find any solutions to this problem. So I just
deployed a Windows 2003 Web Edition smpt outbound
server, and the outbound issue went away, the concurrent
connections it opens up is in the hundreds and thru-put went sky
high. I do not know wha the deal is with IIS5 and it's smtp
engine cycling thru like 3 connections max, and taking 30
seconds per message.. but oh well..
