Cannot send external email

We are sending emails using SMTP sending through our Exchange 2000 server
which has the relay turned off. If the email address is internal the email
is sent just fine but if the email address is external I get the following
error: 550.5.7.1 Unable to relay for ..... How do we setup the relay to send
externally but not to allow us to be used as a spam server?
