Unsuccessful in Connecting to FTP Server

I am trying to configure an FTP site for the first time and everything that I
have attempted has been unsuccessful.

I configured my FTP according to the FTP Site Setup (IIS 6.0) found at
http://www.microsoft.com/technet/prodtechnol/WindowsServer2003/Library/IIS/f89838b2-e8ef-41ea-99b6-6c829ffbcacd.mspx?mfr=true.

My goal is to use Active Directory to allow access to the site. Below are
the results from command line when I try ftp.exe.

C:\Documents and Settings\Administrator.CORPORATE>ftp.exe 192.168.1.250
Connected to 192.168.1.250.
530 Connection refused, unknown IP address.
421 Service not available, closing control connection.
Connection closed by remote host.

Can someone please guide my in a direction.
