Can you post the output of ftp.exe ?
Generic 426 is tough to troubleshoot.... if you dig out many posts have gone
no way with this.
In my recent experience w2k3 x64 ftp in cluster mode, the problem randomly
occurred.
And nothing much from ftp or windows event log part, so we do a sniffing...
all we see is connection error related, but then link is up all the time and
accessible via other protocol, http, rpc, netbios, etc. it just ftp that
dropping random connections from time to time.
then we end up upgrade all network nic firmware + driver. and disable
chimney option via netsh on that interface and touch wood so far till now it
is not happening again.
take note that ur cases is different where zero ftp connections can be made,
where as my case only few random connections.
sounds like your network go more problems than you think :)

Actually, after it happened again, I spent time playing around with the
command-line and noticed that after navigating a bit the problem happened
there as well. In addition, when I connected to the server with the FTP
Client in PASV mode, the same problem occurred. So essentially no FTP
connectivity truly works when the problem occurs.
Any thoughts on what might be causing this as the issue still appears to
be
there?

It should be the other way around, ftp.exe command line tool is active,
while your other ftp client could be passive.
