It should be the other way around, ftp.exe command line tool is active,
while your other ftp client could be passive.
Active and Passive uses different ports... see

Hello. I have a server running IIS6 and the FTP service on Windows 2003.
The system has been working fine for quite a while, but after some recent
patching we have been noticing issues.

Three times now since the patching (which I will list below), clients have
been getting the following message when connecting after the server has
been
up for a period of time...

< 550 .: An established connection was aborted by the software in your
host
machine.
~ Could not retrieve directory listing for "/"

When this problem occurs I can still connect via the command-line FTP and
it
works fine, but not a standard FTP client. Now, I know the command-line
is
PASV, and by default the FTP Clients are Active, and I didn't think to
change
the FTP Client to PASV until after this third time of rebooting. I will
try
that when the problem occurs again for testing purposes.

Now, after the reboot, and before all these patches were installed, normal
FTP clients worked fine. We do not run Windows Firewall on this machine
(or
any third-party one), and I have ruled out any external sources by
attempting
to connect directly to the FTP server through another machine on the same
network. The problem persists until the reboot takes place; when rebooted
the problem disappears for a while. Also, just to note, restarting all
the
IIS services (including the FTP service) does not correct the issue.

I am really at a loss here. I am pretty sure it has something to do with
Active mode connections, but I don't know what. The fact that it works,
then
stops working, and begins working again after a reboot is very strange.

Anyhow, below is a list of what was installed before this problem began
occurring. Any help on this would be greatly appreciated.
