Try ftp.exe and connect to your public ip via 1724.
post the output here. suspect ftp passive mode not working because of port
blocking.

Yes, I'm running my ftp server on port 1724 static IP 192.168.132.2 in IE
I
type ftp://192.168.132.2:1724 everything works.
Now the problem, I have a firewall and have open port 1724 to my server,
Wan iP 172.10.6.14.
I can telnet 172.10.6.14 1724 and it connects to the ftp service.
In IE7 i will type ftp://172.10.6.14:1724 and get
200 SET TYPE TO A
227 PASV (172,10,6,14,x,x)
426 Connection closed, transfer aborted. Help please
