when isolated - user will be redirected to the home path.
So you can setup like
f:\home\userA.
Ftp root can be point to f:\home, when userA login - he/she will be
redirected to userA folder.
At this point you should then make website for userA point to userA folder
as well.
take note - disable anonymous access for ftp. but grant the anonymous
account read access to userA folder as this is needed for HTTP or the web,
unless of coz the web access doesn't allow anonymous access.

maintenance ? When they log in using an FTP program, they are directed to
the generic FTP site and not their web site location. I did the below
recommendation but the user still goes to the generic FTP.

You should ask this in the FTP newsgroup.
But, there are specific requirements for users to be automatically
deposited
into a particular folder after logging in (e.g. the foldername needs to
match the username), but it depends on what type of user isoaltion you are
using.
