Mmm... does not look like metabase corruption to me.
You sure both machine setup the same? you got inetinfo.exe in the firewall
exception list?

I set my passive port range to 10 ports and then opened them on the windows
firewall.
I have also opened ports 20 and 21.
With the firewall off, the client requests a passive connection and data
connection gets made on a valid port in the range I set.
With the firewall on, a passive FTP connection bombs right at the point
that
the client asks for PASV.
The traffic monitor shows that the client is asking for a port outside the
Passive Port Range I have specified.
I then open a range of ports around and including the port that the
client is asking for and connection is still not made. The Windows
Firewall log does not indicate that anything is being blocked.
Active connections go fine on port 20 with and without the firewall.
I have also spun up another server and set it up the same and it all works
perfectly.
Do I have a corrupt Metafile? How would I get the original file back?
Does anybody have some insight for me? Thanks.
