FTP enabled even with NTFS & ACLs preventing access !!!???

Hello Everyone,
We just installed and SBS 2003 with IIS 6 and a FTP server, including anonymous access.
We are stuck because even without any access rights at the NTFS level ( nothing at all, and the owner is a different user ) we are still about to get in that folder thru FTP !
We tried by Http with browsing enabled, and get a HTTP 401.3 ( ACL refused, which is right )
There is no other server on the network nor any other directory that may confuse use, and this problems is really strange.
Even the SYSTEM account cannot reach that folder.
