migrating ftp server

Hello,

I have a 2003 ftp server with tons of ftp sites - each is essentially
created using a username in AD, then creating a folder to which they have
rights. I'd like to have all the same folders on the new server with the
same rights for the users so they only have rights to those folders. I
could copy over the folders and then assign rights but I was wondering if
there was a way to migrate them and have it do the rights assignment for me?
