That you need to talk to the network/firewall guy.
Check the firewall log if any.. and then sniff the network packets and try
to figure what's wrong during the ftp communication.

when I execute this command:
put <filename>.txt
to upload a simple small text file (10kb), the FTP process hang and
nothing occurs.
after 10minutes I hit ctrl+C to stop the "upload"
the server create an empty file.

executing:
ls
do the same thing!
the FTP server don't return anything too, so I can't list the files in a
folder.

the CD command works fine.

on the server himself there is no problems.
So I think there is a fireall or router issue anywhere, but we have not
identified anything for the moment.

Do you have any idea of what we have to check at our network level?

I can't upload using FTP.exe
I can connect, navigate (cd <folder>) , but put, get, ls doesn't works.

but I can using the Windows Explorer.

Will you able to connect via ftp.exe?
login, then navigate to the folder, and mput to upload files?
