Locally works ? I mean on the server itself?

I can connect, navigate (cd <folder>) , but put, get, ls doesn't works.

but I can using the Windows Explorer.

I have an FTP server which works fine.
I can upload files using the windows explorer.

but when I try to upload files using the FTP command line utility the

is not uploaded.
the size is 0bytes on the server and the utility never finish the
upload.
(I have to press ctrl+c to cancel the session)

I have to create a batch file to automatically upload a file to my
server.
what are my other options if the FTP utility doesn't works?
using psftp, I can't open a session on my FTP server, I receive a
timeout error.
