Fastest way to trace this is to get filemon from microsoft.
then see where does IIS FTP sending the user to, and whether the user has
permission to the directory.

FTP works for Domain Admin accounts but not for domain users. It was
working but stopped working. Domain Users have Full Control to the
directory. Was there a WUS update that could have caused this to stop
working? Please help I have tried several things like adding users to
Local Policies on the FTP server "Allow log on locally" & "Access this
computer from the network" but they still cannot logon. Any suggestions
would be greatly appreciated.
