what about other FTP client ? not http.
ftp.exe of third party ftp UI client. same speed?
there's no feature to actually lock down the speed from IIS FTP perspective,
it has to be something else.

That is not true though.
We find HTTP download much faster on same server same connection as well
as
copying thru Terminal Server to local drive.
Try setting up a simple web server with ftp and http, create a web page
and
hyperlink a average15-20M file.
then go head download over your LAN using using first web page you linked
to
download, and watch the clock.
Then try downloading same file using on your internet browser, or windows
explorer. ftp://yourdownloadfilelocation and time the download.

I setup windows 2003 R2 server with IIS with FTP,
even on a LAN, downloads are as slow as downloading over a 56K modem.
(using
IE to download)
Is this by design of Microsoft FTP, or is there a way to define speed
download options
