If yes, stop. You are done. You really really really do not want to get
into the situation of serving anything but domain controller stuff (file
shares, permissions, internal dns, etc) with it. As you suspect, those
accounts would be domain accounts (a DC has no local accounts).

If no, then just make the accounts on the machine and proceed normally.

You might consider just getting an el-cheapo server to run the FTP that is
not set up as a domain controller, or, you could use the domain controller
and use some third party FTP software that manages permissions without
hooking in with the operating system.

We have installed a windows 2003 server recently.
At present we have a standalone ftp server running on an old pc for a
number of customer accounts, so we can serve files or upload files.
This pc is being thrown away, so I was wondering if whether to provide
the ftp service from iis running on server2003 ?
However the user accounts for the ftp server are not and will not be
domain users as such. Is it possible to create a number of users in iis
ftp that are not domain accounts ? and are only used for ftp purposes ?
