IIS 6 FTP.. listing files but cannot download ?

Hi, I installed IIS 6 FTP service on Win2003. Created a new ftp site,
created a new folder and configure FTP to use it. Created a new user named
ftpuser with a password and give this user the required read/write
permissons to access the ftp folder I created. Win firewall is disabled.
Anonymous access is disabled. When I try to access the server with both IE7
and ftp.exe it prompts for the user credentials. And accepts. Listing
directory files is ok. But when I try to download them with ie or ftp.exe
they return the access denied error. Server is a stand alone server and I
checked the directory permissions they're ok. But the ftp folder is not
shared! And another thing, default web site is not running because I do not
need it (hope it's not related with it) What am I doing wrong? Could you
please help me workaround this problem?
