XP has a firewall built in it. So that might be blocking it.
Some anti-virus or third party firewalls could do that.
FTP service can have IP restrictions on it (who can connect from what IP),
check that too.
And, some providers frown upon running servers (which includes your FTP
setup) and may be blocking or killing the connection.

I have been working on this for a little while. I have set up a FTP server
on a computer running Windows XP. When I try to connect, I get this error
Connected with Host - Waiting for welcome message...
Disconnected from the server - Unable to connect!
Ports 20 21 are forwarded to the FTP server in the DSL modem.
I am using Filezilla to connect to the FTP site
FTP works locally, but not remotely
