I'm going crazy with FTP!!! Please help me!

The error is the 530 cannot access home directory.

I made this steps:

- install ftp service in my domain windows server 2003 R2;
- create a group Ftp Users and set this group log on locally (how can I test
it?);
- log on from networ already set for everyone;
- stop default ftp site;
- create new ftp site with users isolation mode without AD;
- the check for only anonymous access is blank;
- set permission read/write to home folder in IIS (I create a new folder
with Ftp Users read permission);
- create localuser/public, localuser/user1 (with user1 RW permission on
folder);
- create virtual directory in ftp (user1) with RW permission;

I can log on anonymously.
The error is always the same when I connect with usr/pw!!

Where is my error???
I read many KB from Microsoft about permission... without solution.

The storyteller.
