Well, in this case it is able to connect to ftp port at all.
so check your firewall log again, and if this is via port forwarding, ensure
the request is forwarded to the correct server.

I tried from a remote location with dos mode and the message is as
follows:
connected to ftp.exe ip
connection closed by remote host
As mentioned earlier i opened a port 21 and made policy for that too. But
now what i did i made a custom service with port# 20 and 21 and added
that,
as suggested by you. Still no result.

your firewall need to allow inbound 21 and outbound 20

I am getting an error message as i try to connect to FTP server. The
error
message is " An error occured reading teh contents of the folder. Make
sure
the file name is valid and you have permission to access the location
specified.
My configuration.
1. I went to the properties of default sites and unchecked the Allow
anonomous connection. I do have a user account there wiht password. In
the
home directory tab i have the folder i shared.
2. I made sure the user has rights(NTFS) to the shared folder.
3. Port 21 is open in the router as well as in the windows firewall.
4. I am able to log in with dos on my computer by typing ftp ip
address.
5. I made sure passive conneciton is unchecked from the location i am
trying
to log in.
6.In the FTP sites Tab i made sure the IP address is the address of the
computer that is hosting the FTP.
I don't know if I have missed something but just so that you know i am
using
a fireware and the computer is behind the firewall. I have made sure
port
21
is open and directed to the respective computer. I have also made
policy
to
allow incoming traffic to be passed on to the computer. By default
everythign
is denied so i have set permission and i cannot disable the firewall.
I am using Netscreen SSG5 router/firewall.
Please help me.
