FTP host blocking problem (iis win 2003 latest patches)

Hi, I am developing a service to automatically add IP addresses to the ftp blocked site list based on a certain number of failed login attempts (I am fed up with my log files filling up with dictionary attacks).
My app adds the ip address and I can see it in the list from the IIS mmc but it does not become effective until I restart the FTP server.
Any ideas?
