No ideas. You might want to capture the network traffic and analyze why it
is slow.

Norton? does it has realtime scan? I once have in a environment, but
disabling McAfee realtime scan, the transfer time is 1 / 3 with realtime
scan turn on.

1 to 2 mins for 50k within LAN is extremely slow. All in same subnet?
have you ask network admin to check on network health?

IIS server.

The interesting thing is that whether it is ftp within the LAN or from
the outside, it takes the same 1-2 minutes for a 50k file.
