Everything runs fine except the ftp that is slow.

any idea why?

Norton? does it has realtime scan? I once have in a environment, but
disabling McAfee realtime scan, the transfer time is 1 / 3 with realtime
scan turn on.

1 to 2 mins for 50k within LAN is extremely slow. All in same subnet? have
you ask network admin to check on network health?

It takes 1-2 minutes to transfer a 50k file from a workstation to the IIS
server.

The interesting thing is that whether it is ftp within the LAN or from
the outside, it takes the same 1-2 minutes for a 50k file.
