Command line ftp freezing after connection

I'm having a problem using command line ftp on my laptop running
Windows XP Pro, SP2. I can connect and login, but then the system
hangs up after trying any commands. For example, "dir" produces "200
PORT command successful <cr> 150 Opening ASCII mode data
connection...", but hangs after this. Ctrl-c produces a "425 Can't
open data connection" error.

This problem didn't use to occur on this laptop. Although I can't do
anything on the command-line ftp, I'm able to use ftp on Explorer and
see directories, exchange files, etc.. It occurs whether connecting to
internal or public domain servers.

Any ideas of what to check?
