@ right - shows your internal ftp is working locally
@ left - did you change it to default port 21 for external ?
as I see 'open 10.0.0.3' and not 'open 10.0.0.3 1900' ??
@ bottom - the IE is from local or from remote host?
if local - then passive port is blocked..... you can try set IE to active
mode (port mode)

if remote - then it should be ftp://10.0.0.3/ or ftp://10.0.0.3:1900/ or
what ever your external port defined as.

do another test - if you create a firewall exception entry for inetinfo.exe,
does it work?
go to your firewall exception tab -
add program - browse to %windir%/system32/inetsrv/ then select inetinfo.exe
click on the change scope, select which network allow to access, etc. click
ok ok....
then try access remotely again.

@ right is the local connection & @ left is the remote client who trying
to access this FTP site by CMD, but when it done by I.Explorer it gives me
