I guess the ftp.exe does not take a port number on the command line
(anymore?). You'll have to try at the FTP prompt:
C:\>ftp
ftp> ftp localhost 1977

Ok Ok. skip the external publication first.
can you ftp locally at port 1977
e.g. c:\>ftp localhost 1977
at the machine itself. if this work at least we can confrim that ftp
is
working locally
then go to remote machine. try via ftp.exe again (don't use IE first)
c:\> ftp yourftpserverip 1900
post both output here.

&
the internal 1977
so the site for internet users will be: ftp://10.10.0.3:1900
is something is missing sir ?

Well, you just need inbound to control port which should be 1960.
for active mode outbound data port will be 1959......
what do you get when you try connect via ftp.exe
ftp> open yourip port
