Errrr. can you login as a valid user ? like local admin or the user.
then put in the correct password, and see if the user can login.
if you still got 530 error, try
Error message in IIS: "530 User <Username> cannot log in. Login failed."

220 FTP Server (version 1.0) ready.
User (egrob.no-ip.info:(none): I type dir
331 User name OK, need password.
Password: I type password of machine 10.1.1.4
530 Not logged in.
Login failed.
