Ok, start with basic first.

if you getting
5- FTP says "This site cannot be started because another site is running on
this computer is already using the IP address and TCP port values that you
have specified for this site. Please change either the IP Address or the
TCP
port values for this site."

how many ftp sites you running? if you have more than 1 make sure ip/port
are unique.
also check if you have other program binding on port 21.
command prompt, entere
c:\> nestat -ano

do you see any port 21 binding?

other 2003 Server. I am not using Active Directory on the other one that

why I don't want to put this site there. I am in testing mode. However,

the website is viewable.

everything that it takes to ISOLATE USERS with Active directory?
