iis6 - ftp server questions

Im trying to set up an ftp server on IIS6 with the following restrictions:

There is only one user/pass pair -- and it is not the same as the
Administrator logon. The user/pass cannot access any other FTP sites on the
server. Can this be done? I'm not using active director. I thought I got it
to work with the permissions, but was dismayed to find the permissions
shared between both FTP and Web sites with the same IP.

TIA
