You may want to check out

START/PROGRAMS/ADMINISTRATIVE TOOLS\Routing and Remote Access
look for an object called "Nat Basic Firewall".

Check the properties on this object. It caused me problems on my box
and I deleted the object. Microsoft has some internal docs relating to
problems with RRAS and SP1. But if your server is a nat server you may
not be able to do that. I also came across some articles on Dual Nic
problems. I think it suggested KB898060
