If you want to restrict access to the ftp folder. You need to configure
proper NTFS permissions on the folders. Anonymous access is using
iusr_computername account, if you like to control anonymous access, then
apply NTFS permissions using this account. If you want all users to logon
using an account name, then create a user account for each user, then grant
access to those users accordingly.... refer
