If both ServU and Microsoft's FTP have the same problem, the problem
is outside your system. They don't use the same authentication or
security methods at all.

So it's a router/firewall issue, or perhaps your ISP simply blocks FTP
ports 20/21 to prevent you from running a FTP server.
