You may not have provided the username/password in the client. You
may be using IE, which isn't a very good FTP client. You may not even
be reaching the FTP server due to a firewall or router in the middle.
look at the FTP logs on the server to see what attempt was made at
connection. Use the command line FTP client so you can see the
response codes.
