It's ok. because 21 is the control port while 20 is the data channel. this
apply to active mode. Do all the clients having the same problem or only a
few ?
if you try to connect from another host remotely, do you able to upload it
and get a successful message ?

Why there is port 20, if my FTP server runs on default port 21?
