Blue Screen on Windows 2003 Server while running FTP

I had just setup a 2003 Server and also built in FTP server, I was able to
connect remotely and via ftp, upload files. Last night my Server took a dump
and wasn't able to connect remotely or via FTP. after searching online I
found a KB q169262 which has broken link or doesn't have any info. I was
wondering if anyone had this issue and where I can find the 169262 article
