Win2K3 FTP User logins

We just setup a Win2K3 server with FTP using IIS6.x.
Currently, anyone who goes to ftp://ftp.mydomain.com gets to the
x:\inetpub\ftproot directory.
1) How can I setup to have user & password authentication?
    a) Where do I setup the ftp users and their passwords on the Win2K3
server?
    b) Can I limit their access by
         i) time of day (8-5 our time zone)
         ii) by a certain day (by the 15th of this month)
2) How can I setup to have specific users go to a specific subdirectory and
not see the other directories?
3) How can I know that the user has been on the ftp site without manually
checking?
I'm fairly new at this so direction is very helpful!!
