By default, IE will auto login as anonymous user, if you see the login
prompt meaning it failed to login as anonymous user.

Try login at the ftp server via ftp.exe ...
c:\>ftp localhost
do you see the login prompt ? can you login anonymously ?

also try to post the ftp server log here.
