Trouble accessing FTP outside LAN

I have a Windows 2000 pro machine running ftp services. All pc's on
our local LAN can connect and view the ftp directory. I have forwarded
ports 20, 21 from our router to the ftp server, but I cannot connect
to it from the the outside. Anonymous logins have been enabled. When I
try to connect from outside (the internet), the window actually
displays "User: Anonymous" and it tries to list the directory, but in
the end displays a message that says " Windows cannot access this
folder. Make sure you typed it correctly and that you have permission
to access the folder. Details. Operation timed out"
Can someone help, please.
