If you can use the private IP spcae address of 10.0.0.1 and it works,
FTP is working. If you're trying to access FTP from inside your
network using the external IP, your router probably s not allowing you
out to get back in (common). There's no real reason to worry about
that. If you're trying from outside your network, then likely your
router isn't correctly forwarding your external IP.
