Are you saying:

wireless notebook via public network (internet) can connect to your IIS ftp
server
but
machines via internal network (8 port switch) can't connect to your IIS ftp
server

skip the passive mode first, can any of the internal client
uses ftp.exe to connect at command prompt ?

is the ftp bind to both internal and public IP ?
