Ok. most of time, this is related to NAT. and it's more towards server ends
as user will be connecting in. Just curious you were saying some users able
to connect without problems, while some are experiencing this error. Are
they on different isp, nat device ? on the server end, is the ftp server
nat'ed as well ?
With w2k03, you can customize passiveportrange, to allow connection via
those ports. Also some NAT device might break it, if ftp is bind to port
other than default port 21.
