426 Connection closed; transfer aborted (MSFTPSVC behind ISA)

Have problems with connection to FTP server behind an ISA
server (on SBS2003) in passive mode.
User can log on, but the connection is broken
immediately, the error "426 Connection closed; transfer
aborted" is issued immediately after LIST command and
connection is closed.
How to overcome this?
