FTP Banner Message

This may be simple for some people and could save me time messing
about!!

I have set up an FTP site and enabled the banner message.

I have Win XP with IE6. When connecting to the site I get prompted to
login as I should but dont see the banner message!!

Is this an IIS issue or browser issue?
