The difference between when it works and when it doesn't is that
something *has* changed. It could be your connection, it could be the
account you're actually using versus what you think you're using or
any number of changes.

To test, use the command line FTP instead of Explorer so you can see
the return codes. Explorer hides those. Also check the FTP log file
and see what got logged, you may never be getting to the FTP site if a
networking issue is the problem.
