Actually Alun, changing that setting alone does not make IE function
as a standard mode FTP client.

The 'Enable Folder View' setting (which is on by default) overrides
it, so that even with 'Use Passive FTP' checked IE still attempts a
PORT mode connection.

This little quirk is mentioned almost as an afterthought here :
