    You don't need to promote your users to Administrator status nor grant
    them Full Control in order to allow them to use the IIS FTP service.
    You just need to understand what you are doing and configure the
    service correctly.

    Good luck with your alternative choice of FTP server - if your
    approach to managing that is anything like your approach to using IIS
    then I predict that you are going to be very frustrated and/or get
    hacked in the process.
